Choosing where to submit is one of the highest-leverage decisions in the whole research process, and one of the most frequently rushed. A strong paper sent to the wrong journal is routinely rejected on scope rather than merit—often after months in the queue—while the same paper, matched to a journal whose readership and methods genuinely fit, can move smoothly through review. The cost of a poor choice is measured in lost time: every desk rejection and every round of review at an unsuitable venue is weeks or months you do not get back, and for doctoral candidates and early-career researchers working against funding clocks, that time is precious.
Good journal selection is therefore not about chasing the highest number you can find. It is about a deliberate match between four things: what your paper actually contributes, which journals publish that kind of contribution, how competitive and how fast those journals are, and where the work will reach the readers it is meant for. This page is a practical guide to making that match well—how the metrics work, how to read a journal's real scope, how to avoid the traps, and how to verify everything against authoritative, independent sources rather than taking any single figure on trust.
Journal metrics are useful signals, not verdicts. Each measures something slightly different, comes from a different database, and can be gamed or misread. Here is what each one is, and where to verify it.
A quartile places a journal within its subject category: rank every journal in a category by a citation metric, split the list into four equal parts, and Q1 is the top 25%, Q4 the bottom. The crucial subtlety, widely misunderstood, is that quartiles are assigned per subject category—so the same journal can be Q1 in one category and Q3 in a neighbouring one, and a journal indexed in several categories carries several quartiles. Always note which category a quartile refers to.
SJR, built on Scopus data, averages the weighted citations a journal receives over a three-year window, giving more weight to citations from prestigious journals (a PageRank-style measure). It is field-normalised, which makes it useful for comparing journals across disciplines. SJR quartiles are free to look up and require no subscription.
CiteScore is Scopus's own metric: citations over a four-year window divided by documents published in that window. It is shown on each journal's Scopus source-detail page alongside its percentile and category quartile.
The JIF, from Clarivate's Journal Citation Reports, divides citations in a year by the citable items of the previous two years, using Web of Science data. Only journals in the Web of Science Core Collection are eligible. The JIF is a subscription product, usually accessed through a university library, and Clarivate itself advises it should measure a journal's citation performance—not the quality of an individual paper or author.
A journal (or author) has an h-index of h if it has published h papers each cited at least h times. It rewards sustained output and citation over time, so it favours long-established journals and is less useful for newer venues.
SJR and JIF can assign the same journal different quartiles because they use different metrics (three-year prestige-weighted vs. two-year raw) and different databases (Scopus vs. Web of Science). This is expected, not an error. When it matters—for a grant, a promotion case, or an institutional requirement—confirm which system your institution uses, and check the journal in that specific system and category.
A number without a source and a date is not evidence. Metrics are updated annually and journals are occasionally suppressed or de-indexed for citation manipulation or quality concerns. Before you quote a figure in a cover letter or a fit memo, verify it on the official source below and note the release year—never rely on a remembered value or an unbranded “impact factor” list.

Every journal states what it wants. Read it closely, then read three or four recent issues. Does the journal publish papers with your question, your method, and your kind of contribution—empirical, theoretical, methodological, or review? If your paper does not resemble what is already there, the fit is wrong regardless of the metric.
Journals develop methodological personalities. Some favour large-sample econometrics; others qualitative or mixed-methods work; others formal modelling. A causal-inference paper submitted to a journal that publishes only descriptive work—or vice versa—is a poor fit even within the right field.
Publication is about being read by the people who can build on your work. A specialist journal with a modest metric but exactly the right readership often serves a paper better than a broader journal where it will be overlooked.
Scope statements lag reality. Look at the last twelve months, not the journal's historical reputation—editorial direction, favoured topics, and methods shift over time, sometimes sharply after an editor changes.
Some journals review in weeks, others in many months. If you face a submission or funding deadline, a realistic turnaround can matter as much as the quartile. Many journals publish average times to first decision.
The journals you cite most are a strong signal of where your paper belongs—they are, by definition, publishing the conversation you are joining. Your reference list is often the best shortlist you already have.
Predatory publishers take a fee but skip the editorial and peer-review services a legitimate journal provides—so valuable work is published where it cannot easily be found, and is at risk of being lost. Early-career and Global South researchers are targeted most. The field has largely moved away from blacklists (which are reactive and prone to unfair false positives) toward positive, curated allow-lists and education that equips you to evaluate a venue yourself.
The pragmatic routine is short: work through the Think. Check. Submit. questions; for an open-access journal, confirm it is in DOAJ and look for the Seal; check for COPE membership and a real, genuinely affiliated editorial board; and if a site looks like a known journal, run it through the Retraction Watch Hijacked Journal Checker. Treat any list—of “good” or “predatory” journals—with the same scrutiny you would apply to the journals themselves.
How a journal handles access and charges affects both who can read your work and what it costs you to publish. None of these models is inherently better—what matters is that any fee buys real editorial services.
The final article is free for anyone to read, usually funded by an article-processing charge (APC) paid by the author, institution, or funder. Legitimate APCs pay for peer review, indexing, and preservation. Confirm an open-access journal is listed in DOAJ.
Readers (or their libraries) pay for access; authors typically pay nothing to publish. Reach can be narrower for those without a subscription, but there is no APC to fund.
A subscription journal that also offers a paid open-access option per article. Check whether your funder's policy is satisfied by the hybrid route, as some funders exclude it.
A legitimate APC is a normal business model—it covers real services. What distinguishes a predatory journal is not that it charges, but that it charges without providing the peer review, indexing, and editorial standards the fee is supposed to fund. Before agreeing to any charge, confirm the journal is indexed where it claims to be, is in DOAJ if it is open access, and follows recognised standards of transparency. Many institutions and funders also have read-and-publish agreements that cover APCs at particular publishers—worth checking with your library before you pay anything yourself.

State, in a sentence, what your paper adds and to which conversation. This determines the field, the sub-field, and the kind of journal that publishes it.
Start from the journals you cite most, then widen using scope statements and category listings. Aim for a handful of genuine candidates, not one.
For each candidate, read the aims and scope and several recent papers. Does your question, method, and contribution belong there? Drop the ones that don't.
Confirm indexing and quartile on SCImago or Scopus, any Impact Factor on JCR, and open-access status on DOAJ—each with its date.
If any candidate is unfamiliar, run Think. Check. Submit., check COPE membership, and rule out hijacked clones. When in doubt, leave it out.
Order your shortlist by fit, then by realistic acceptance odds and timeline against your deadline. Submit to one at a time—simultaneous submission is not permitted—and keep the next candidate ready.
